“Whisper Networks” & Apps: Citizens and organizers use encrypted messaging apps and specialized apps, such as “Eyes Up,” “Red Dot,” and “ICEBlock” (previously delisted by Apple), to create a “digital, crowdsourced, real-time alert system” to share the locations of ICE agents.
Surveilling the Surveillers: The goal is to track ICE vehicles and identify agents, acting as a form of community self-defense to warn neighbors and prevent detentions.
Documenting Encounters: People use their phones to film ICE agents, creating a record of actions to protect the rights of individuals in public spaces.
Digital Defense Tactics: To combat sophisticated tracking by ICE (such as Stingrays/cell-site simulators), activists and residents are urged to turn off location services, use encrypted messaging (Signal/WhatsApp), and be aware of app permissions.
